It's important to note that ATV registration is valid for two years in Pennsylvania.

You must have the proper documentation depending on the state you are purchasing the ATV or snowmobile from. Some states will have a title for the machine which the purchaser must obtain with proper signatures and notaries depending on that state's requirements. Other states may just have registration card for the ATV/snowmobile that must be obtained by the new purchaser. It is always best to call an auto tags before purchasing to find out exactly what you need. DCNR - Atv/snowmobiles is about 5-6 weeks turnaround time for permanent registration. You will leave the auto tags with a temporary registration good for 45 days while your permanent registration is being processed.
Are there any specific fees associated with ATV and snowmobile registration and titling?
Yes you will pay your sales tax on the purchase price, unless you are claiming a gift or a specific exemption. A title fee of $22.50 and a registration fee of $20.00.
Are there any age or licensing requirements for registering and titling an ATV or snowmobile?
ATV- No one under 8 years of age shall operate an ATV on any state owned property. No person from age 8 to their 16th birthday shall operate an ATV except on lands of his parent or guardian, unless he or she has completed a prescribed ATV safety training course and received an ATV safety training certificate. Age 8 and 9 year old operators are restricted to an engine size of 70cc or less or driver must be at least 16 years of age unless he has a safety certificate and is under the direct supervision of a person at least 18 years of age. SnowMobile- No One under the age of 10 shall operate a snowmobile on any public land. No one ages 10-16 can operate a snowmobile on anything other than lands owned by their parent of legal guardian unless they have obtained their safety education course certificate.
